Satisfies Governance. The change complies with the Governance layer. Identity is maintained. Correctness is not compromised.
Maintains Operability. The system remains operable after the change. No modification may produce an inoperable state.
Intelligence without boundaries cannot serve institutions. Sovereignty is the precondition for adoption. Operable systems make intelligence sovereign.
A standalone reasoning system, composable as a calibration Unit within Tempo. Operable at either level of granularity.
